The City of Baytown is seeking a qualified Construction Managers at Risk (CMAR) firm to provide CMAR services in connection with the final design and to perform the construction of a new Public Safety Building, which will house the Baytown Police and Fire Departments, vehicle maintenance building, equipment storage buildings, vehicle wash, paving, detention, drainage and associated site work. The estimated construction cost for this project is $55 million


Mandatory Pre-Proposal Conference will be held via non-contact COVID-19 provisions at 2:00 p.m. on Thursday, December 3, 2020. Details shall be provided by issued addendum. Attendance of this meeting is a

requirement for submitting a qualified proposal for this project.

Complete responses to this “One-Step” Request for Proposals will be accepted until 2:00 p.m., Thursday, December 17, 2020, after which time all qualified proposals will be opened and the names of Proposers read aloud.

Proposals received after the due date and time will be disallowed and unopened.

Each Proposer is required to submit a Qualifications Packet and a Cost Proposal separately. The Qualifications Packet and Cost Proposal should be submitted as separate PDF documents via the City’s electronic bid system. Refer to Section 4 of this RFP for details of the procurement process.


The project consists of the design and construction of a new Public Safety Building and support facilities to house the Police and Fire Departments at 3200 N. Main Street. The Police Department is currently located at 3200 N. Main St. and the Fire Department Administration is currently located at 201 E. Wye Drive. This project also includes the construction of additional support buildings to house the Police and Fire Vehicle maintenance services, equipment storage, and related building demolition, renovation, road way and parking lot paving, drainage and construction of detention required for the project. Refer to Attachment D for project overview and background documents.


Electronic Proposal documents, including contract documents, are available for download on the City’s website at https://www.baytown .org/city-hall/departments/purchasing upon creating a free account in QuestCDN. The documents are viewable without registration. Interested Proposers must register with QuestCDN in order to download documents from this site. Once registered, this provides automatic access to the RFP, existing project information, any changes/ addenda to the RFP, and any changes to the submission time and date. Submitting firms accept sole responsibility for downloading all of the required documents for

responding to the RFP.

Qualification Packet

The Qualifications Packet shall be submitted in the format presented and on the forms provided in this RFP and through the electronic bid system no later than 2:00 PM, Thursday, December 17, 2020. All submittals must be received per the date/time prior to the submittal deadline.

Cost Proposal

The Cost Proposal (including the completed Fee and Rate Proposal Form and the Part 8 description of the Fee and Rate Proposal) shall be submitted in the format presented and on the forms provided in this RFP through the City’s electronic bid system no later than 2:00 PM, Thursday, December 17, 2020. All cost proposal submittals must be date/time stamped prior to the submittal deadline as a separate file and must NOT be with the

qualifications packet.

All Responses are Due, Thursday,

December 17, 2020 by or before 2:00 PM.

Each Proposer assumes full responsibility for timely submittal of its Proposal via the required electronic submittal. Any Proposal received after the submittal deadline will be deemed non-responsive and remain unopened.

responses and transmitted in follow-on

NOTE: By submission of a firms Statement of Qualifications and Proposal in response to this announcement, the firm is certifying that neither the firm nor any of its principals are presently debarred, suspended, proposed for debarment, declared ineligible, or excluded from participation in this procurement process by any federal department or agency. Further, if such a debarment or suspension occurs during the course of the procurement, the firm shall immediately inform the City of Baytown.

NOTE: No submitting firm shall, directly or indirectly, engage in any conduct (other than the submission of the Proposal or other prescribed submissions and/or presentations before the Consultant Selection Committees) to influence any employee or elected official of the City of Baytown concerning award of a contract as a result of this solicitation. Violation of this prohibition may result in immediate disqualification of the firm from further participation in the solicitation for goods or services sought herein, or from participation in future City of Baytown solicitations or contracts.

State Sales Tax: The City qualifies for exemption from State and Local Sales Tax pursuant to Section 151.311 of the Texas Tax Code for

material incorporated into the project.
