TOWN OF PHENIX WELL ADDITION No. 4 PROJECT (WSL-027-18) PHENIX, VIRGINIA ADVERTISEMENT FOR BIDS Separate sealed bids for the construction of the Well Addition No. 4 will be received by the Town of Phenix at the Town of Phenix office located at 6860 Main Street, Phenix, Virginia prior to 10:00 a.m. local time on October 14, 2020.

At which time, the Bids will be publicly opened and read aloud. The principle work to be performed under this contract consists of, but not limited to improvement of the following: Construct new well(s) until a well production of a minimum capacity of 20 gallons per minute capacity with an acceptable water quality is obtained.

Bids will be received for a single prime Contract. Bids shall be on a unit prices basis, as indicated in the Bid Form. The Engineer for this project is B&B Consultants, Inc. Prospective Bidders may examine the Bidding Documents at the Issuing Office on Mondays through Fridays between the hours of 8:15 am -5:00 pm and may obtain copies of the Bidding Documents from the Issuing Office as described below. Bidding Documents may also be examined at the Town of Phenix, address listed above, on Mondays through Fridays between the hours of 9 am-4 pm.

Bidding Documents may be obtained from the Issuing Office during the hours indicated above. Bidding Documents are available as portable document format (PDF) files for a non-refundable charge of $50.00 per set. Alternatively, printed Bidding Documents may be obtained from the Issuing Office either via in-person pick-up or via mail, upon Issuing Office’s receipt of payment for the Bidding Documents.

The non-refundable cost of printed Bidding Documents is $ 75.00 per set, payable to “B & B Consultants, Inc.”, non-refundable. Upon Issuing Office’s receipt of payment, printed Bidding Documents will be sent. The date that the Bidding Documents are transmitted by the Issuing Office will be considered the prospective Bidder’s date of receipt of the Bidding Documents.

Partial sets of Bidding Documents will not be available from the Issuing Office. Neither the Town nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office. A pre-bid conference will be held at 2:00 p.m. local time on October 8, 2020 at the Town of Phenix; address listed above. Attendance at the pre-bid conference is highly encouraged but is not mandatory.

Bid security shall be furnished in accordance with the Instructions for Bidders. MBE/WBE firms are encouraged to submit bids. Bidders must comply with the following: President’s Executive Order #11246 prohibiting discrimination in employment regarding race, creed, sex, or national origin; the President’s Execute Orders # 12138 and 11625 regarding utilization of MBE/WBE firms; the Civil Rights Act of 1964; the Davis-Bacon Act; and Section 436 of P. L. 113-76, American Iron and Steel. Bidders must certify that they do not or will not maintain or provide for their employees any facilities that are segregated on the basis of race, color, creed, or national origin.

A performance bond and payment bond, each in the amount of one hundred (100) percent of the Contract Price, with a corporate surety approved by the Owner, will be required for the faithful performance of the contract. Evidence of proper registration with the Virginia State Registration Board of Contractors, pursuant to Chapter 7 of Title 54 of the Code of Virginia, must be submitted with each bid.
