Moose Jaw City Council approved a change order for engineering work on phase 2 of the Buffalo Pound Water Treatment Plant Transmission Line Project.
Phase 1 was pipeline construction, which took place from Nov. 30, 2017, and completed on Dec. 4, 2018. Phase 2 is pumps and electrical upgrades.
The project dates back to 2010. The following was not included in the original scope:
- Replacement of existing pumps and controls including associated electrical components at Buffalo Pound.
- Replacement of the influent line for the northeast reservoir.
- Replacement of the fluoridation system.
- A bypass line for flow control valves and flow control meters on influent lines at High Service and Northeast reservoirs.
“At that time the direction was either to proceed with a change order to Stantec for $795,000 or go back to public RFP. Since 217, bringing this project back going we’ve had 11 change orders,” said manager of engineering services Bevan Harlton.
Approved by council on Dec. 11, 2019, the request for proposal awarded for the phase 2 construction included $300,000 for anticipated engineering works. Phase 2 construction was awarded to Westridge Construction.
Stantec Consulting Ltd., which had been a part of the project since phase 1, has proposed a change order fee of $275,866 for the engineering works.
“So this change order is if you compare that to Westridge’s construction cost as running just below five per cent of that construction contract, which is par for this type of work,” Harlton said.
The total project cost is expected to be about $26.9 million.
